How to claim old age pensions from outside Japan?

To claim to Japan Pension Service (if conditions cleared)

You need to clear the following conditions to claim Japanese old age pensions:

  • Total period of the contributions for 10 years or more. If you contribute one or some of three pension systems in total for 10 years or more – Kosei Nenkin (Employees’ pension, for employees at private companies), Kyosai (public servants’ pension), or Kokumin Nenkin (National Pension, for all residents out of Kosei Nekin and Kyosai), then you are qualified to claim Japanese old age pension. But some kinds of exemptions for a contribution exist. For example, students does not have to pay a pension contribution. Persons with a low income or persons whose partner is an employee and pays Kosei Nenkin are also exempted to pay a pension contribution.
  • Over 65 years old (basically). Some applicants, though, are permitted to claim Japanese old age pensions before 65 years old. For details please see this article of our blog.

If you clear the above two conditions, then you can claim Japanese old age pensions. You can submit claiming forms and additional documents to Japan Pension Service (日本年金機構, JPS) from inside or outside Japan.

To claim to both JPS and the government where you reside (in some cases)

But a majority of non-Japanese employed in Japan are hired under a short-term contract so cannot clear the above conditions. For them there are lump-sum withdrawal payments of Japanese pensions, that can be claimed just after leaving Japan. For details please see this page of our website.

Aside from lump-sum withdrawal payments, non-Japanese who have contribution record(s) in countries that have a social security agreement with Japan might be qualified to claim Japanese old age pension even if their contribution in Japan are short of 10 years. To claim Japanse old age pensions using a social security agreement, you need to submit claim form and documents to both JPS and the government where you reside. But this process is not easy to handle by yourself. We recommend you to get help from an attorney office like us.
